Spay-Neuter Action Project (SNAP), Rancho Coastal Humane Society (RCHS), and Spay and Neuter Surgical Education & Training Program (SANSTEP) are proud to announce the first-of-its-kind collaborative spay/neuter partnership in San Diego County. SNAP will bring its more than 23 years of spay/neuter expertise together with nationally recognized SANSTEP surgeon Dr. Laura Paris and the renowned Rancho Coastal Humane Society and its state-of-the-art Charlotte’s Medical Center to provide affordable spay and neuter services to coastal North County and surrounding communities. This bi-monthly collaborative program will make it easier for pet owners to responsibly provide their pets with this elective, yet life-saving, surgery that promotes behavioral health, internal health, and helps reduce pet overpopulation.
Pet overpopulation remains a major issue, and Rancho Coastal Humane Society is one of 14 shelters in San Diego County currently experiencing overcapacity while helping far too many homeless pets. Reducing overpopulation is critical. RCHS has long provided adoption, education and vaccine clinics throughout the year, and now, through this partnership with SNAP and SANSTEP, they can bring affordable spay/neuter surgical services directly to local residents and the pets who need them most. Together, we are making a meaningful impact in the community. We all love animals, and we want to help the people who love their pets, too.
The Spay/Neuter Collaborative will kick off June 6 and 7 with procedures ranging from $70–$195. Every surgery includes all extras at no additional charge, including exams, pain medications, e-collars, nail trims, flea treatment (if fleas are present), and both core and rabies vaccines.

SNAP was the first organization in the San Diego region to implement programs to reduce the number of companion animals euthanized in local shelters. SANSTEP was founded by Dr. Laura Paris, DVM in 2025, to provide veterinarians with the knowledge and skills to perform high-volume, high-quality spay/neuter (HVHQSN) surgeries in an environment that is dedicated to this training — thereby increasing the number of veterinarians who can provide HVHQSN and contributing to reducing the crisis of pet overpopulation and overcapacity local animal shelters.
